FEMA Region VI IDIQ Contract
Arkansas, Oklahoma, and Texas
FTN/Taylor Joint Venture was selected as an IDIQ contractor for FEMA Region VI in September 2001 for a 5-year, $5M contract. Current work under this contract includes two Flood Insurance Restudies (Faulkner County, AR and McAlester, OK) and surveying, hydraulic analysis, and mapping for a portion of Harris County, TX as part of the Tropical Storm Allison Recovery Project (TSARP). Both FTN and Taylor are involved in the TSARP study and are coordinating with Dannenbaum Engineering in developing the hydrology. These three firms make up the TSARP Green Team. These studies represent a total of $3.142M over 18 months and coordination with 5 subcontractors, Dannenbaum Engineering, and the TSARP Project Management Team in Houston. These three studies all involved the following:
- Performing field reconnaissance of all three areas to inspect structures (bridges, culverts), estimate Manning's "n" values, and determine/verify any special field conditions that exist in the area;
- Managing subcontracts for ground survey data collection through local survey firms;
- Extracting required geometry data from the ground survey, GIS, and other topographic data, including bank stations, Manning's "n" values, and reach lengths using HEC GEO RAS and BOSS RMS software: For TSARP this included coordinating with the aerial data firm for using the available LIDAR data and resulting digital terrain models for Harris County;
- Performing hydrologic analyses for the two FISs and coordinating with another contractor to develop the hydrology for the TSARP project;
- Preparing geo referenced digital flood maps (DFIRM) and associated databases using automated procedures that are in accordance with the Guidelines;
- Specifications for Flood Hazard Mapping Partners (February 2002), shape files and associated databases (DFIRM) are being developed for the TSARP project;
- Performing hydraulic analyses using HEC RAS 3.0; performing QA/QC using FEMA's CHECKRAS; and preparing water surface elevation profiles using FEMA's RASPLOT; and
- Preparing the necessary documentation (TSDN) for the FISs to be incorporated into the revised FIS Study Report and for the TSARP to be included in the final FEMA report.
