Tropical Storm Allison Recovery Project

FTN is participating in the Tropical Storm Allison Recovery Project (TSARP) for FEMA Region VI in cooperation with the Harris County Flood Control District (HCFCD). This project, encompassing a 6,000-square- mile area with over 1,100 stream miles and 22 watersheds, is the largest flood disaster recovery project undertaken in the United States. FTN is one of three hydraulic contractors participating in this study.

FTN's portion of this project includes surveying and performing hydraulic analyses for over 130 miles of streams in eight major watersheds. The effort includes:

  • conducting new surveys for approximately 250 structures and 500 valley cross sections;
  • developing and applying hydraulic models for the 130 miles of streams based on the survey information and new LIDAR topographic data;
  • calibrating the hydraulic models to the Tropical Storm Allison event or to a similar recent flood;
  • developing flood profiles to assist in the recovery and redevelopment effort; and
  • developing floodplain maps in GIS showing 100 year and 500 year flood outlines and floodway.
