Mississippi County Landfill - Cell 13 Design and CQA

Mississippi County, AR owns and operates a 30-acre municipal solid waste disposal facility. FTN was contracted to design and perform construction quality assurance (CQA) services for the development of a new 4-acre disposal area. The design included: - A composite bottom liner system of two feet of compacted clay, a 60-mil HDPE geomembrane liner, a geocomposite drainage layer, and a protective cover layer; - A leachate collection, transmission, and storage system; - Stormwater control improvements including an expansion of an existing stormwater pond and stormwater drainage channels; and - General site improvements including new access roads and new survey control monuments.FTN prepared construction plans, specifications, and bidding documents, and provided assistance to the county during the bidding and contracting phase of the project. The county decided to hire separate contractors for each portion of the project (i.e., an earthwork contractor for the clay liner, a geosynthetic lining and piping contractor, and a pump installation contractor). Therefore, FTN provided construction management as well as CQA services during the construction phase of the project. These services included assisting the county with contracting the work and materials, reviewing material and pay application submittals, arranging for construction layout, monitoring and documenting the installation of the bottom liner system, sampling and testing soils and geosynthetic materials, arranging for certification surveys, reviewing laboratory and field testing results, and preparation of a certification report for submittal to the Arkansas Department of Environmental Quality.
