City of Jonesboro Landfill Closure and Landfill Gas Collection and Control System Installation

The City of Jonesboro, AR contracted with FTN to provide consulting services for the closure of their Class 4 (construction and demolition) landfill and for the installation of a landfill gas (LFG) collection and control system.The city operated a Class 1 (municipal solid waste, MSW) and Class 4 landfill from the early 1970s until 2006. FTN was hired to investigate potential LFG migration from the landfill facility. FTN installed 13 probes around the facility and monitored them for LFG. Based on the results of the investigation, FTN recommended the installation of a LFG collection and control system to prevent offsite migration to nearby residences and exposure to existing buildings and city personnel onsite. FTN prepared a LFG migration plan and a closure plan for the Class 4 landfill. Upon approval from the Arkansas Department of Environmental Quality (ADEQ), FTN prepared construction documents (plans, specifications, and bidding documents) for both the LFG collection and control system and the landfill closure. In addition, FTN assisted the city with bidding and contracting for the projects. During the construction phase of the project, FTN provided construction management and Construction Quality Assurance services. For the landfill closure, FTN designed the final cover system for either a soil based system or a geosythetic based system, performed slope stability analysis of each option, performed hydraulic analysis for stormwater improvements, and assisted the city to determine potential clay borrow sources in the vicinity of the landfill facility. For the LFG collection and control system, FTN designed a system of 58 extraction wells installed throughout the 90-acre area, lateral and header piping, condensate collection and storage facilities, and a utility flare system for combustion of the collected LFG.
