City of Morrilton Class I Landfill Cell Design and CQA

FTN Associates, Ltd. (FTN) was contracted by the City of Morrilton, AR to prepare the construction documents and provide construction quality assurance (CQA) services for a new 6-acre municipal solid waste disposal cell. The project included the design of the composite bottom liner system including a two-foot thick compacted clay liner and a 60-mil high-density polyethylene (HDPE) geomembrane liner, a leachate collection and transmission system, and stormwater control facilities. FTN prepared the construction drawings, technical specifications, and bidding documents for the project. In addition, FTN provided bidding assistance to the city such as preparation of the bid advertisement, arranging for and conducting a pre-bid conference with potential bidders, and analyzing the submitted bids for the city. Since the bids were over the city's budget, FTN assisted the city with selection of subcontractors for the project.FTN also provided CQA services to the city during the construction of the new waste disposal cell. These services included monitoring and documenting the daily construction activities, arranging for and coordinating of field testing of the various soil materials installed for the project, collection and submittal of soil and geosynthetic materials for laboratory testing, arranging for and coordinating surveying services, coordination and attending construction meetings with contractors and city personnel, and preparation of a certification report documenting the construction activities and conformance testing results of the soil and geosynthetic materials installed in the project
