MDEQ Class I Rubbish Landfill Operator Training

FTN was contracted with the Mississippi Department of Environmental Quality (MDEQ) to assist with the development and implementation of an operator training program for Class I Rubbish (inert wastes) landfills in Mississippi. The project included development of a 12-hour training curriculum that provided information on:

- Regulations;
- Solid waste planning and permitting procedures;
- Landfill siting criteria;
- Landfill design criteria;
- Facility preparation;
- Allowable and special wastes for rubbish sites;
- Standard operating procedures;
- Recordkeeping and reporting procedures;
- Recycling and reuse at rubbish sites;
- Final closure and post-closure requirements; and
- MDEQ compliance and enforcement procedures and polices.

FTN coordinated selection of training facilities in several locations in Mississippi; prepared and mailed brochures on training sessions to potential attendees; prepared training materials including course manuals and PowerPoint presentations. FTN, along with MDEQ staff, conducted five training sessions with FTN presenting technical information and MDEQ staff presenting regulatory information. FTN and MDEQ staff collaborated on developing the course exam and post-course survey form. Survey results were complied to provide information for potential course improvements.
