Process Tailings Pond Design and Construction
Hot Springs, Arkansas

FTN was retained to design and provide construction quality assurance (CQA) services for a 12-acre process tailings pond at a vanadium processing facility in Hot Springs, Arkansas. The project involved modifying a former wastewater treatment pond to be used as a process tailings pond. The system was designed to include an underdrain collection and pumping system, a 60 mil HDPE geomembrane liner, and a dewatering network and pumping system. The existing pond was initially filled with water, had embankment side slopes between 2H:1V to 1.5H:1V, and was heavily vegetated. FTN designed and prepared construction documents (drawings, specifications and bidding documents) for the new tailings pond to include re-grading of the pond bottom and side slopes and construction of the underdrain system (drainage piping, sump, and pump), geomembrane liner, dewatering system (piping, sump, and pump), transmission piping for underdrain and dewatering systems, and new access roads.

FTN provided bidding assistance including selection of qualified bidders, solicitation of bids, and review of submitted bids. FTN also provided CQA services to the facility including monitoring and documenting construction activities, reviewing material submittals, collection and submittal of soil and geosynthetic material samples for laboratory analysis, review of soil and geosynthetic material testing results, scheduling of surveying and soil testing subcontractors, and preparation of a certification report for submittal to the Arkansas Department of Environmental Quality.
